A model based on a dipole Pomeron framework for vector meson exclusivephotoproduction by real and virtual photons shows very good agreement with theexperimental data. The model does not violate unitarity constrains anddescribes in a universal manner all the available data for $\rho$, $\omega$,$\phi$, $J/\psi$ and $\Upsilon$ vector meson photoproduction in the region ofenergies $1.7\le W \le 250 GeV$ and photon virtualities $0 \le Q^2 \le 35GeV^2$.Comment: 23 pages, 23 figures, submitted to Eur.Phys.J.
