We examine the sensitivity of wavefunction intensities in chaotic quantumsystems to small changes in an arbitrary external perturbation. A universalscaling is proposed for all three Dyson ensembles and a novel theoreticalapproach is used to determine exact expressions for systems which violateT-invariance.
