We demonstrate that a population of Active Galactic Nuclei (AGN) can describethe observed spectrum of ultra-high-energy cosmic rays (UHECRs) at and abovethe ankle, and that the dominant contribution comes from low-luminosity BLLacs. An additional, subdominant contribution from high-luminosity AGN isneeded to improve the description of the composition observables, leading to asubstantial neutrino flux that peaks at EeV energies. We also find thatdifferent properties for the low- and high-luminosity AGN populations arerequired; a possibly similar baryonic loading can already be excluded fromcurrent IceCube observations. We also show that the flux of neutrinos emittedfrom within the sources should outshine the cosmogenic neutrinos producedduring the propagation of UHECRs. This result has profound implications for theultra-high-energy ($\sim$EeV) neutrino experiments, since additional searchstrategies can be used for source neutrinos compared to cosmogenic neutrinos,such as stacking searches, flare analyses, and multi-messenger follow-ups.
