Using the boundary state formalism we obtain the partition functioncorresponding to a dynamical (rotating-moving) D$p$-brane in the presence ofelectromagnetic and tachyonic background fields in the superstring theory. Theinstability of such D$p$-brane due to the tachyon condensation is investigated.
