The inclusive and exclusive B decays into the eta' meson plus others areinvestigated in a model based on the QCD anomaly. The invariant massdistribution is discussed. The constraint of the effective coupling is obtainedfrom the data of the exclusive decay modes. The branching ratio of J/psi ->eta'eta gamma is predicted to be as large as 5.4*10^{-5}, which can be testedin the forthcoming CLEO-c experiments.Comment: 8 pages, ReVTeX4, 2 figures reference added, version to appear in  Phys.Rev.
