An extension of the Standard Model to the local gauge group SU(3)_c X SU(3)_LX U(1)_X as a family independent model is presented. The mass scales, the gaugeboson masses and the masses for the spin 1/2 particles in the model arestudied. The mass differences between the up and down quark sectors, betweenthe quarks and leptons, and between the charged and neutral leptons in onefamily are analyzed. The existence of two Dirac neutrinos for each family, onelight and one very heavy, is predicted. By using experimental results from LEP,SLC and atomic parity violation we constrain the mixing angle between the twoneutral currents and the mass of the additoinal neutral gauge boson to be0.00013 \leq sin{\theta} \leq 0 and 1.5 TeV \leq M_Z2 at 95% CL.Comment: 23 pages, 2 figure
