When studying the production of minijets and transverse energy flow in highenergy hadron-hadron or nucleus-nucleus collisions, two essential points haveto be taken into account. First, one has to account for the virtuality of thecolliding partons and secondly, it is important to avoid double counting, whenmany links in a parton chain can be interpreted as the momentum transfer in ahard subcollision. The Linked Dipole Chain model, introduced for low-x DIS, isparticularly suitable for a study of these problems. It describes (mini)jetproduction in a kT-factorizing formalism, which includes all links in a partonchain on an equal footing, avoiding double counting. In a ``naive'' calculationbased on integrated structure functions, the cross section blows up for smallpT, which makes it necessary to introduce a soft cutoff. In our approach wefind a dynamical suppression at low pT, which makes it possible to extrapolateto higher energies and make more reliable predictions for RHIC and LHC.Comment: 1+19 pages, 6 eps-figures, submitted to Physical Review D, text  somewhat modified, results unchange
