In terms of an effective lagrangian, we examine the effect of new physicsassociated with third-generation fermions on b b-bar production at the Zresonance and study its implications for LEP2. We obtain the constraints onsuch operators with derivative couplings at LEP1 and the SLC, and determine theprospects for detecting their presence at LEP2. We find that despite the smallobserved deviations from the standard model on the Z resonance, much largerdeviations from standard model predictions are possible at LEP2, and thecorresponding couplings can be determined rather precisely.Comment: 15 pages with minor revisions to preprint number, abstract, and text;  LaTeX, REVTeX, plus 9 postscript figure
