We propose a novel idea to construct an effective interaction underenergy-density-functional (EDF) theories which is adaptive to the enlargementof the model space. Guided by effective field theory principles, iterations ofinteractions as well as enlargements of the model space through particle-holeexcitations are carried out for infinite nuclear matter and selectedclosed-shell nuclei ($^4$He, $^{16}$O, $^{40}$Ca, $^{56}$Ni and $^{100}$Sn) upto next-to-leading order. Our approach provides a new way for handling thenuclear matter and finite nuclei within the same scheme, with advantages fromboth EDF and ab initio approaches.
