We investigate a class of multilayered metamaterials characterized bymoderate-index inclusions and low average permittivity. Via first-principlecalculations, we show that in such scenario first- and second-order spatialdispersion effects may exhibit a dramatic and non-resonant enhancement, and maybecome comparable to the local response. Their interplay gives access to awealth of dispersion regimes encompassing additional extraordinary waves andtopological phase transitions. In particular, we identify a novel configurationfeaturing bound and disconnected isofrequency contours. Since they do not relyon high-index inclusions, our proposed metamaterials may constitute anattractive and technologically viable platform for engineering nonlocal effectsin the optical range.
