The static and dynamic behavior of the local magnetic fields across the phase diagram and at the phase transitions of ${\mathrm{Ce}}_{0.75}{\mathrm{La}}_{0.25}{\mathrm{B}}_{6}$ was investigated. Different routes in the phase diagram were followed, either by varying the temperature $T$ at constant applied fields ${\mathbit{B}}_{\mathrm{ext}}$ or varying the field at fixed $T$. It was found that a well-established long-range magnetic order in phase III, characterizing parent $\mathrm{Ce}{\mathrm{B}}_{6}$, is absent here and is replaced by a short-range order (SRO) or more or less random order. This ``order'' persists in phase IV but, in zero field, with rising temperature in a decreasing volume fraction approaching zero at the IV-I transition. Such ``phase separation'' is not seen in the presence of an applied field $(\ensuremath{\gtrsim}0.3\phantom{\rule{0.3em}{0ex}}\mathrm{T})$. The observed SRO in phase IV is consistent with the mesoscopic SRO dipolar magnetism put forward on the basis of recent resonant x-ray scattering data. On varying $T$ at fixed ${\mathbit{B}}_{\mathrm{ext}}$, both the transitions IV-I and II-III appear as a cusp in the spin-lattice relaxation rate $\ensuremath{\lambda}$. The ${\ensuremath{\mu}}^{+}$ Knight shift appears insensitive to the various phase transitions, in particular to the I-II transition, in sharp contrast to the case in $\mathrm{Ce}{\mathrm{B}}_{6}$.
