Canonical quantization of electromagnetic field inside the time--spatiallydispersive inhomogeneous dielectrics is presented. Interacting electromagneticand matter excitation fields create the closed system, Hamiltonian of which maybe diagonalized by generalized polariton transformation. Resulting dispersionrelations coincide with the classical ones obtained by the solution of waveequation, the corresponding mode decomposition is, however, orthogonal andcomplete in the enlarged Hilbert space.Comment: 15 pages, Revtex,emlines.st
