The recently observed two high-spin rotational bands in the proton emitter$^{113}$Cs are investigated using the cranked shell model with pairingcorrelations treated by a particle-number conserving method, in which the Pauliblocking effects are taken into account exactly. By using the configurationassignments of band 1 ($\pi 3/2^+[422], \alpha = -1/2$) and band 2 ($\pi1/2^+[420], \alpha = 1/2$), the experimental moments of inertia andquasiparticle alignments can be well reproduced by the present calculations,which in turn strongly support these configuration assignments. Furthermore, byanalyzing the occupation probability $n_\mu$ of each cranked Nilsson level nearthe Fermi surface and the contribution of each orbital to the angular momentumalignments, the backbending mechanism of these two bands is also investigated.
