DURING the mid-1970s, public concern about serious crime, previously focused on the policies and practices of the criminal courts, suddenly and sharply veered toward fear of adolescent crime and profound dissatisfaction with the institutions of juvenile justice. In one sense this shift of focus is unremarkable: rates of serious adolescent criminality had been escalating sharply throughout the period from 1962 through the early 1970s.' Yet the public alarm surfaced as rates of serious crime by youths within the jurisdiction of the juvenile court were moderating and in many cases decreasing.2 Nonetheless, since 1975 the organization, mission, and existence of juvenile court processing have been assaulted from every conceivable ideological position and the response to public concern has been legal change.3
