On 16 November 1918, the Union Steam Ship Company’s  Navua , inbound from San Francisco docked at Papeʻete. Its arrival was hardly extraordinary, even the presence of a sick passenger and several crew roused no great notice. Within days an outbreak of Spanish Flu quickly reached epidemic proportions. By its end more than 3000 persons, nearly 20 per cent of the population, had perished. The outbreak reads as a story of fear and distrust as communication broke down between a disabled local government, the island population, and a distant metropole. In its aftermath, Governor Julien found himself on the defensive against a petition demanding his recall for incompetence. He claimed that if only he had died during the outbreak, no one would question his devotion and sacrifice. His defence, and those of other Pacific colonial governments, left a detailed archive of letters, petitions, and stories which reveal the horror of a global pandemic and its intersection with race, empire, and panic.
