Significance This paper shows experimentally how past fines on noncooperation can affect cooperative behavior even when they are no longer in force. Our experiment allows us to separate different forces: a direct effect of past fines on individual preferences and an indirect effect driven by a response to others’ cooperation. We show that this second mechanism is prominent and creates a snowball effect of cooperation.
