The paper presents the viewpoint of the authors concerning the concept of state innovation policy on the basis of economic synergy and evolution theoretical propositions. The improvement of approaches to the innovation policy formation is necessitated by the behavior changes in the innovation activity of subjects and by the spreading of the open model of the innovation process management at the microlevel.
