To establish the performance that could be expected from a high altitude platform (HAP) based communications system, and to assist in an evaluation of the manner in which such a system could be operated in practice, we propose that a programme of experimental observations be undertaken to investigate and quantify the way in which propagation is going to influence and constrain operations. In this paper we argue for the provision of a facility where measurements of propagation path loss could be made using a V-band transmitter carried on a platform suspended beneath a tethered balloon. Even though many features of HAPs-based communications services appear to be attractive, there are a number of issues which have to be studied thoroughly before commercial use can be countenanced; some of the most critical issues are those related to the platform itself.
