We discuss the near-threshold behavior of the $\omega$ production amplitudein the reaction $\pi^-p \to \omega n$. In contrast to the results of earlieranalyses we find that the averaged squared matrix element of the productionamplitude must be a decreasing function of energy in order to describe theexisting experimental data.Comment: 9 pages, 2 figures, several editorial changes, the treatment of small  final momenta is improved, final conclusion unchanged.
