Abdullah Al-Dhelaan obtained his PhDfrom Oregon State University, USA. He is an Assistant Professor at the Department of Computer Science, King Saud University, Riyadh. networks has been the subject of many research publications, important examples of which are given in references 2-9. Among the factors and requirements considered in network topology analysis have been locations of network sites, traffic characteristics, delay limits versus capacity assignment, reliability requirements, and cost criteria. Different publications have defined these factors and requirements in different ways and have emphasized some factors and requirements on the expense of others. For example, some research has considered delay limits only at the average overall network leve15r7r9 while other publications have covered delay limits at the end-toend path level.6 In addition, reliability considerations are emphasized in references 5 and 9 while these considerations are ignored in references 2, 6 and 7. With respect to traffic characteristics, some publications based their work on fixed message size2f6 while others considered message size to be randomly distributed.
