We show that Sch\"utzenberger's promotion on two and three row rectangularYoung tableaux can be realized as cyclic rotation of certain planar graphsintroduced by Kuperberg. Moreover, following work of the third author, we showthat this action admits the cyclic sieving phenomenon.
