Based on the current situation of Guangdong service outsourcing, this paper studies on the difficulties facing to service outsourcing enterprises in Guangzhou and Shenzhen. It makes the finding as follows: almost all the developing districts have the same qualities and supply the same service; the enterprises have less innovation; the enterprises cannot make a close link with the leader companies; the enterprises are subject to the low industry value chain. This paper offers the strategies to shape and build up the new advantage of Guangdong service outsourcing enterprises as follows: every developing district should be positioned on the comparative advantage; the district should take the effect of industry cluster and finally, all the enterprises are suggested to make fully use of “belt and road initiative” market.
