When today's modern PC‐based SCADA systems entered widespread use roughly 25 years ago, they ushered in significant changes to utility staffing needs. When these SCADA systems were introduced, the information technology (IT) world was no longer just about billing, accounting ledgers, or finance reports; utilities needed operations and maintenance staff who understood networks, control logic, and sensor technology.
