Terminological problems arising from the recognition of foreign educational documents in the Russian Federation

в статье рассматриваются изменения, происходящие в сфере высшего образования, определяются векторы развития высшей школы в современных условиях, обозначена одна из проблем, связанных с академической мобильностью, – признание иностранных документов об образовании. Автор анализирует использование терминов «эквивалентность», «нострификация» и «признание» в национальных и европейских документах, приходя к выводу о необходимости совершенствования процедур экспертной оценки иностранных документов. Выявляются проблемы, возникающие при осуществлении процедур признания. Использование в национальных законодательствах некоторых стран устаревшей терминологии приводит к проблемам в понимании содержания документов и возможности их признания. the article examines the changes taking place in the field of higher education, determines the vectors of development of higher education in modern conditions, outlines one of the problems associated with academic mobility – the recognition of foreign documents on education. An analysis of the use of the terms "equivalence", "nostrification" and "recognition" in national and European documents is given. The conclusion is made about the need to improve the procedures for expert assessment of foreign documents. The problematic issues arising in the implementation of the recognition procedures are identified. According to the author, the use of outdated terminology in the national legislation of some countries leads to problems in understanding the content of documents and the possibility of their recognition.
