The development of the health sector in Indonesia is facing a health problem that must receive serious attention, namely the triple burden. The three health problems are the high number of infectious diseases, the increase in non-communicable diseases, and the re-emergence of diseases that should have been resolved. This study aims to analyze the empowerment of health cadres through promotive and preventive methods in the resistance of the healthy life community movement to prevent triple burden in Bima district. This research method uses Action Research, through quantitative and qualitative approaches but not too strict. Data collection was carried out using participatory observation, observation, tests (pre-post test), interviews, field notes and documentation. The results of the study, after empowerment through counseling to 30 respondents, it was found that there was an influence before and after giving counseling on the knowledge of health cadres about the roles and duties of health cadres (sig.0.000), knowledge of cadres about triple burden disease (sig. 0.027) and knowledge of Germas. (sig. 0.001).
