Technogenic Potential of the Russian Rivers’ Runoff Regulation

A method of setting parameters of the runoff regulation technogenic potential (RTP) values for the Russian Federation constituent members on the basis of the State Hydrological Institute data concerning local water resources, as well as the data on relation of the total value of big reservoirs (10+ million cubic meters) total net capacity and total value of the over-basic runoff in the regulated rivers has been developed. Average many-year volume of the local basic runoff formed on the RF constituent members’ territories and the share of over-basic runoff in the total value of the local river runoff have been taken as the natural characteristics used for the RTP calculation and rating. The over-basic runoff volume has been calculated by the authors according the data on the local runoff and its characteristic annual distribution in compliance with the «Water regime of the rivers of Russia and the neighboring territories» map. Gradations of the hydrological characteristic values for ranking of the local runoff technogenic regulation factors have been proposed. The runoff regulation potential insufficiency has been found in five constituent members of the Russian Federation. Expediency of more detailed calculations of the river runoff regulation technogenic potential in some river systems with taking into account the inter-year variability of the over-basic runoff.
