A methodology, methods and a system to reveal and rank the best available techniques through integrated assessment of the economic entities’ activity negative impact have been proposed. The system has been developed on the basis of European principles with taking into account the trends for improving the Russian environmental legislation. The developed tool will facilitate reforming of the water use technical regulation system.
