Particular qualities of the runoff characteristics statistic assessments in the conditions of the runoff non-stationary within-year withdrawal have been studied. It has been shown that the within-year withdrawal patterns substantially affect the runoff characteristics being assessed. Some recommendations on assessment of the runoff characteristics in the conditions of the runoff non-stationary within-year withdrawal have been proposed.
