The paper presents historical facts about the development of cosmonaut preflight training complex at the Baikonur cosmodrome in the 70s of the last century. A brief substantiation of the need for further development of the complex to solve the growing tasks of domestic manned space program and international cooperation in space is given. The third stage of building facilities of the complex as well as their role and place in providing pre-flight training for cosmonauts are described.
