The innovative development of construction requires the consolidation of the activities of all construction participants, including construction enterprises, most of which are small businesses and private entrepreneurship, industry management bodies, educational and scientific institutions. In this regard, the article substantiates the creation of an association of small businesses and private entrepreneurship and an industry cluster.
