The key provisions of the strategy of providing access to the digital resources developed by the Periodicals Department of RAS SB SPSTL and several implementation aspects are discussed. Understanding the trends within the Library’s social environment makes the foundation for designing efficient criteria for building the Library’s heterogeneous collection and meeting information demands in science and technology of its community. Today the Library’s strategic goal is to design an efficient regional library and information system to serve not only scientists, research, R&D and industrial organizations but also the city’s and region’s higher institutes and universities. The priority of digital resources against the traditional ones makes the fundamental principle of developing the library collection. The significance of trial access aimed at improving digital subscription parameters is emphasized. The experience of implementing the project of corporate access of scientific and research organization to digital resources is discussed. This vector is seen as a promising one along with other strategic solutions that contribute to increasing time efficiency, completeness and service quality within the new information environment.
