In this article Dr Oliver illustrates the principles of statistical cost analysis by means of a cross‐section study of the costs of issuing licences by motor taxation offices of county boroughs in England and Wales. The conditions for the application of standard statistical tests are found to be violated, but certain non‐parametric methods are used to confirm that there is no indication of increasing or decreasing returns to scale.
