The specific features of the local structure of ZrO_2–Sc_2O_3–Y_2O_3 and ZrO_2–Sc_2O_3–Yb_2O_3 crystals are revealed by optical spectroscopy using the Eu^3+ ion as a spectroscopic probe. It is shown that the local structure of crystals strongly affects their transport properties.
