Recent comparative efforts have made major contributions to our understanding of the processes of housing provision in Europe and Latin America. By extending the comparison to include Hong Kong and comparing each of the works to the other, limitations of each study can be identified. In order to understand the dynamics of housing provision, the role of states must be more adequately conceptualized, as the case of Hong Kong demonstrates that states must be seen as having their own independent dynamic, based upon their particular interests, [housing, Hong Kong, state, comparative method]
