At present, many studies quantify the effects of climate change and human activities on annual runoff, but ignore the effects of human activities on the intra-annual runoff. Based on monthly scale meteorological and hydrological data from 1982 to 2019, a multi-temporal Budyko framework was constructed to quantitatively assess the influence of climate and human factors on intra-annual runoff change in Ganjiang River Basin. The results indicated that: (1) Annual, summer, autumn, and winter runoff depth all showed an insignificant upward trend, and spring runoff depth was an insignificant downward trend. (2) Climate factors had a positive impact on annual, spring, summer, autumn, and winter runoff depth growth, with a contribution of 182.76, 12.35, 141.04, 16.74, and 14.01 mm, respectively. (3) Human factors had a negative impact on the annual, spring, summer, and autumn runoff depth growth, with a contribution of −56.11, −21.55, −36.92, and −8.46 mm, respectively. Human factors had a positive impact on winter runoff depth growth, with a contribution of 9.44 mm.
