S ummary . The Dunning Report, while advocating the use of scaled internal assessments in the award of certificates at the 16‐year‐old level in Scotland, has doubts on its practicability where the number of presentations from a school in a particular subject is small. The investigation reported in this article may dispel some of these doubts and also throw some light on the inferences that may, and may not, be drawn from the size of the correlation between internal and external assessments.
