On December 28, 1966, Judge Orman W. Ketcham, District of Columbia Juvenile Court, extended the protections of the Fourth Amendment of the United States Constitution to juveniles, in a case known as In the Matter of Two Brothers and a Case of Liquor (Docket No. 66–2652‐53J).
