However, the likelihood that both inflation and the slow decline in library subscriptions will continue suggests that the compensation (in constant $$) will soon lag. Royalties from JSTOR, expected to start in 2007, should restore, at least in part, the ability of current IFWA fees to compensate for lost revenues from library subscriptions.
