Further education helps young people to prepare for adult life and according to Newell (1982) local authorities have a ‘clear and absolute duty’ to provide full time education up to the age of 19 for all young people with special needs who want it. However, this study of further education provision in Wales carried out by Kim Bramley and Dr. John Harris, Department of Education, University College, Cardiff, found that not all further education colleges accept handicapped students. Among those that do there is considerable variation in the provision of special facilities and only six colleges run special courses for handicapped students.
