This paper begins with a discussion of the meaning of the words validation and verification in the systems engineering context; what should be validated, what should be verified and when. The system theoretic framework proposed for V&V is then described featuring the mathematical structure of the system test requirement. Finally, the specific V&V tasks are defined within the system theoretic framework.
