The complexity and extreme costs which drive a major system development effort have forced an increasing dependency on joint prime contractor efforts. When this fact is combined with the necessity for a structured requirements development and management process, the need for more efficient and standardized method for managing requirements is evident. This paper proposes a more synergistic alternative to what is normally a disconnected, word processor oriented and subcontractor dependent process.
