This article describes how the municipal water and wastewater engineering firm Damon S. Williams Associates eventually graduated from the Disadvantaged Business Enterprise (DBE) program. The article discusses government preference programs such as Minority‐Owned Business Enterprise (MBE), or Disadvantaged Business Enterprise (DBE) and the benefits they offer. The article describes how the firm had prepared for making this transition by attracting the right people and creating an image.
