This article discusses a program started by Central Arkansas Water (CAW) to help some of its needy customers with their water and sewer bills. CAW is funding the assistance program through coupons for goods or services that are inserted with the utility's monthly billing statements. Under the program, local merchants have the opportunity to include a coupon for goods or services in the utility's monthly billing statement. Proceeds from the advertising fees charged for the coupon insertions go to the customer assistance fund.
