The US Court of Appeals for the Seventh Circuit has ruled that wetlands in Wisconsin that are drained by a ditch that in turn runs into a nonnavigable creek that in turn runs into a nonnavigable river that in turn runs into a navigable river are “waters of the United States” for purposes of the Clean Water Act (CWA).
