In his column, AWWA Executive Director Jack Hoffbuhr focuses on the infrastructure debate and shares information from a special study of 20 US drinking water systems authorized by AWWA's Water Utility Council. He states that this study has compiled the best information on what really lies ahead in terms of drinking water infrastructure. For example, the study based the forecast of future pipe and treatment plant replacement costs on the actual operations experience of the selected utilities; i.e., it noted when the pipe in a particular utility was installed and what the repair/replacement history has been to date, and future investment needs were projected based on that history.
