A public utilities commission may assess the consolidated capital structure of a utility's parent company to determine a fair and reasonable rate of return, if the capital structure of the parent company more reasonably reflects the subsidiary utility's actual cost of capital for rate‐making purposes, according to the Ohio Supreme Court.
