The City of Bend, Oregon, initiated a study to prioritize its capital improvement plan and reduce expenditures. To achieve its goals, the city needed to better understand its system and how performance could change under dynamic conditions. The study's purpose was to help the city operate more efficiently, improve service, and optimize its master plan. The study consisted of three phases: pipe criticality, operational efficiency, and capital improvements.
