This article discusses access control systems that are being established to protect utilities in response to the new Bioterrorism Preparedness and Response Act. The article points out that while these security systems do a great job of keeping out threats that jeopardize the integrity of a local water supply, they also hinder access for the first responders whose job is to counter the very threats that imperil a facility's life‐sustaining infrastructure. The article lists eight basic methodologies for gaining entry to gated areas.
