Many communities face a significant challenge in adopting the provisions of the 1986 Safe Drinking Water Act (SDWA) Amendments. The need for new or upgraded water treatment facilities, as well as increased monitoring, analytical, and reporting requirements will increase the cost of supplying—and consuming—public drinking water. An increase in public health protection will cause an increase in the cost of water. Small communities will likely need to address tough issues such as rate increases, special taxes, and water supply protection and conservation.
