After the resignation of German Chancellor Bismarck from his duty, German foreign policy faced a substantial alteration. Hence the Ottoman lands has become one of the areas of interests, in terms of both politics and social aspects, for Germany which was late in its activities of colonialism. The close relations started between Germany and the Ottoman Empire during the reign of Abdulhamid II, continued until the end of World War I. During this period, German Emperor Wilhelm II visited the lands of Ottoman Empire three times in 1889, 1898 and 1917. Hence, the visits made by Wilhelm II to Ottoman Empire provided the basis for the policy the Emperor followed towards the OttomanEmpire. The most effective and grand visit of Kaiser’s visits is the Istanbul and Holy Lands visit He made in 1898. When we look at how it was reflected in German and Ottoman press, it can be understood how grand and busy a visit it was. In this visit, Emperor Wilhelm visited the lands of Haifa, Jarusalem and Damascus, tried to win the affection of the Muslim population in the lands of Ottomans. Kaiser Wilhelm succeeded in impressing Abdulhamid II by showing that he supported Panislamism with this attitude he adopted. With the effect of this visit which strengthened the friendship between two rulers, Germany acquired concessions in terms of telegraph and railway at the borders of Ottoman Empire and there was a significant increase in weapon sales. Nitekim Osmanli topraklari, somurgecilik faaliyetlerinde gec kalan Almanya’nin hem ekonomik hem politik hem de sosyal alanda ilgi duydugu bolgelerden biri olmustur. Buna dayali olarak Almanya ve Osmanli Devleti arasinda II. Abdulhamid doneminde baslayan yakin iliskiler, Birinci Dunya Savasi’nin sonuna kadar devam etmistir. Bu surecte Alman Imparatoru II. Wilhelm Osmanli Devleti topraklarini 1889, 1898 ve 1917 tarihlerinde olmak uzere uc kez ziyaret etmistir. Dolayisiyla II. Wilhelm’in Osmanli Devleti’ne yapmis oldugu ziyaretler Imparatorun Osmanli Devleti’ne iliskin izledigi siyasete zemin olusturmustur. Kayzer’in ziyaretleri arasinda en etkili ve ihtisamli olani 1898 tarihinde gerceklestirdigi Istanbul ve Kutsal Topraklar ziyaretidir. Alman ve Osmanli basinindaki yansimalara bakildiginda oldukca gosterisli ve yogun bir seyahat oldugu anlasilmaktadir. Imparator Wilhelm bu gezisinde Istanbul, Hayfa, Kudus ve Şam topraklarini ziyaret etmis, Osmanli topraklarindaki Musluman nufusun sempatisini kazanmaya calismistir. Kayzer Wilhelm, sergiledigi bu tavir ile Panislamizmi destekledigini gostererek, II. Abdulhamid’i de etkilemeyi basarmistir. Iki hukumdar arasindaki dostlugu pekistiren bu seyahatin etkisiyle, Almanya, Osmanli sinirlarinda telgraf hatti ve demiryolu konusunda imtiyazlar elde etmis, silah satisinda da ciddi bir artis yasamistir.
